Are Nicotine Pouches Being Regulated in the UK?
Nicotine pouches have become popular in the UK over the last few years, with more adults choosing these tobacco-free alternatives that slot easily into your everyday life. Just a simple, discreet way to keep moving through the day, with neither smoke nor vapour. But with that growth comes attention from Parliament. And the Tobacco and Vapes Act, which received Royal Assent on 29 April 2026, is the Government’s way of tightening up how nicotine products are regulated. While most news about the Act may have focused on smoking and vaping, nicotine pouches are included too. Let’s look at what’s actually changing, and what it means for you.

What Is the Tobacco and VapesAct?

Are Nicotine Pouches Being Regulated in the UK?

If you’ve not heard of the Tobacco and Vapes Act yet, it is a new piece of UK legislation aimed at bringing more structure to nicotine product regulation.

Until now, different nicotine products have all been sitting under slightly different rules, which has led to a few gaps and inconsistencies. This Act is essentially there to tidy that up and bring everything into a more uniform system.

Here are some of the goals of the Act:

  • Coherent rules across nicotine products

  • Stronger protections for under-18s

  • Better guidance for retailers

  • Packaging, advertising and sales practices with more defined rules

Nicotine pouches are included in this, which means they will move from a less specifically defined regulatory category to having a more structured nicotine-specific set of rules.

Remember that the products themselves aren’t going anywhere, and the changes are simply to create simpler rules around how they’re sold and marketed.

Are Nicotine Pouches Being Regulated in the UK?

Contrary to rumours, tobacco-free nicotine pouches are not being banned in the UK.

Nicotine pouches are still legal for adult consumers and will still be sold through retail and online channels.

The only thing changing is the level of regulation around them, which is going to be updated.

Will There Be an Age Restriction on Nicotine Pouches?

In what is possibly the biggest effect of the Tobacco and Vapes Act, a minimum age of 18 will be introduced for nicotine pouches in the UK.

At the moment, nicotine pouches have not been covered by dedicated nicotine-pouch-specific statutory age-of-sale rules in the same way as cigarettes or vaping products, and as a responsible manufacturer, we have only sold ZONE to over 18s.

But once the new regulations are in place:

  • Retailers will need to carry out age verification checks for every purchase

  • It will be illegal to sell nicotine pouches to anyone under 18

  • There will be new enforcement measures and penalties for anyone who breaks the law

This just brings nicotine pouches in line with other adult nicotine products.

Are Nicotine Pouches Included in the UK's TobaccoBan?

Are Nicotine Pouches Being Regulated in the UK?

The UK’s smoke-free generation policy is different and only applies specifically to tobacco products, not Zone nicotine pouches, which are tobacco-free.

So, while tobacco is being phased out for future generations, nicotine pouches in the UK will still be available to adults under the new rules.

This difference is important as people often talk about the two policies interchangeably.

How Could Nicotine Pouch Packaging and Marketing Change?

When it comes to nicotine pouches packaging and marketing, you could start to notice changes when the new rules come into force.

The whole idea behind this is to tone down the appeal of nicotine pouches to under-18s while still allowing adults to access them.

So, you may end up seeing more standardised packaging designs, limits on how products are displayed in shops, restrictions on certain marketing language, or changes to how flavours or product names are described.

Nothing has been finalised yet, and, for now, it’s really just about setting direction than making immediate changes.

Will Nicotine Pouch Flavours BeRestricted?

Will Nicotine Pouch Flavours Be Restricted?

Nicotine pouch flavours are discussed a lot when it comes to nicotine regulation, but there is no policy confirmed about a restriction at the time of writing.

Right now, we know that:

  • No flavour bans exist for nicotine pouches

  • No products are being removed from the market

  • No final decisions have been made

The focus of the Act right now is more about how flavour names are described and marketed, and whether certain presentation styles could appeal to younger audiences. There’s every chance there will be future discussions on whether very youth-oriented naming or branding styles should be adjusted.

Will the Government Limit Nicotine Strengths in Nicotine Pouches?

No nicotine limits have been introduced currently, no maximum strengths have been confirmed, and no immediate changes are planned.

That said, nicotine strength is another area that authorities often talk about, especially as regards product consistency and potential risk reduction.

And the Act does include powers that could allow this kind of regulation in the future.

What Do the New Nicotine Pouch Regulations Mean forAdults?

Four Zone cans in different flavours of nicotine pouches.

The day-to-day experience of using tobacco-free nicotine pouches isn’t expected to change dramatically for adult consumers.

Nicotine pouches will still be:

  • Legal for adults aged 18 and over

  • Available through retailers and online stores

  • Part of a growing, recognised product category

The main differences you might notice over time are more ID checks when you buy, more stable rules across different outlets, and possible changes in packaging or product presentation.

Basically, the category for nicotine pouches in the UK will become more structured, but access for adults remains the same.

When Do the New Nicotine Pouch Laws Come Into Effect?

The changes won’t happen all at once and are set to roll out in stages over time.

Based on our current timelines:

  • Some initial measures are expected from October 2026

  • Further regulations are expected from June 2027

This staged approach gives retailers, manufacturers and regulators time to adapt, and means that details may still change or appear. It’s very much a developing story.

What the Tobacco and Vape Act Means for Nicotine Pouches

The Tobacco and Vapes Act is happening, but nicotine pouches aren’t going anywhere. The changes are just to how they’re sold and regulated in the UK, and the idea is to have more structured rules regarding nicotine pouch use and selling.

For adult consumers, that means your nicotine pouches will be the same product but with stronger protections in place, and a more defined space in the ‘lineup’ of nicotine products.
